Request for Proposals Information
The James D. Watson (JDW) Investigator Program is twofold. First, the Program is designed to recognize, retain, and support the professional development of outstanding early career Life Sciences and Enabling Sciences researchers who work in New York's academic, public, and not-for-profit private research centers and who demonstrate a willingness and ability to develop research into economic opportunities in the State.
The James D. Watson (JDW) Investigator Program is designed to achieve the following goals:
Recognize, retain, and support the professional development of outstanding early career Life Sciences and Enabling Sciences researchers who work in New York's academic, public, and not-for-profit private research centers;
Outstanding early career Life Sciences and Enabling Sciences researchers who demonstrate a willingness and ability to develop research into economic opportunities in the State;
Contribute to New York's economy through innovation and commercialization of technology by transferring it to companies in New York State; and
Facilitate New York's ability to retain its top scientific talent.
The JDW Program provides interim State assistance to generate long-term commitment by an Applicant Institution to a Candidate and his or her proposed research directed toward applied applications.
NYSTAR expects the Watson Investigators to attract additional funding from federal, foundation, and other public and private sources and to participate in Entrepreneurial Endeavors that will benefit New York State. Awards granted from the JDW Program are expected to benefit the economy of New York by:
Contributing to the growth of new high-technology industries and jobs as a result of the transfer and Commercialization of research;
Contributing to the growth in the number of Entrepreneurial Endeavors generated by New York's research institutions;
Increasing corporate and venture capital investments in high-technology research and development;
Expanding the research capabilities and economic impact of New York's Institutions of Higher Education; and
Increasing the number and amount of federal, foundation, and other research grants received in New York.
General Eligibility
The Candidate must demonstrate a willingness and ability to develop his or her research directed toward applied applications into economic development opportunities in New York State.
The Candidate must be conducting research directed toward applied applications in the Life Sciences or Enabling Sciences.
The Candidate must be a United States citizen or legal permanent resident.
The Candidate must have received a doctoral degree within the last 5 years; degree age is determined by the date on the Candidate's diploma. In an instance where a Candidate holds multiple doctoral degrees, the most recent degree will be considered.
The Candidate must be a full-time employee of the Applicant Institution. A Candidate employed as a postdoctoral fellow, postdoctoral associate, clinical resident, or clinical fellow is considered a full-time employee if the Applicant has classified his or her position as full-time.
Applicants must demonstrate the ability to meet the Matching Funds requirements for the two-year funding period. An Award Recipient must provide all Matching Funds demonstrated in its Proposal in the ensuing contract.
An Applicant may submit one Proposal. Each campus of the State University of New York (SUNY) and the City University of New York (CUNY) systems is considered a separate entity and, therefore, is eligible to respond provided all other eligibility requirements are met.
If an Applicant is in breach of any existing NYSTAR contract, which may include but not be limited to reporting requirements, NYSTAR has the discretion to rule the Applicant ineligible.
