Request for Proposals Information

To encourage greater collaboration between New York State industry and New York's colleges, NYSTAR will award up to three College Applied Research and Technology (CART) Center designations in a specific Technology Focus with up to $500,000 of first year funding for each Center.

The CART Centers Program is designed to spur technology-based applied research and economic development in New York; encourage applied research collaboration and innovation with industry; promote workforce development; better leverage State funds with investments from the Federal government, industry, foundations, and not-for-profit economic development organizations; and increase the competitiveness of New York State Companies.

Specifically, CART Centers are expected to develop industry-responsive programs with three general objectives:

1. Collaborative applied research and technology transfer with industry: CART Centers are expected to conduct applied research and technology transfer with industry leading to quantified economic impact in New York State, especially at Small New York State Companies, within one to three years of individual project commencement. CART Centers are also expected to help foster an environment that encourages companies to relocate to New York.

2. Industry-oriented education and training: CART Centers are expected to help incumbent workers expand their skill sets through short courses, seminars, and workshops and provide industry-driven research assistant opportunities for students. CART Centers are also expected to aid in the development of undergraduate and graduate courses in the Center's Technology Focus to help ensure students are trained to meet the needs of industry. CART Centers are not permitted to deliver credit-bearing college courses nor include such tuition as Matching Funds.

3. Outreach and networking through a referral network: CART Centers are encouraged to partner with other appropriate organizations to develop outreach networks and ensure that companies receive access to required non-research assistance such as general business consulting. Appropriate Partners are those with which the Applicant demonstrates that the relationship enhances and advances the Center's ability to aid economic development in New York State.

The following information is presented for overview purposes.

Eligible Institutions

A College is defined as an institution that is classified as either a "Masters College and University I or II" (codes 21 or 22) or a "Baccalaureate College Liberal," "Baccalaureate College General," or "Baccalaureate/Associates College" (codes 31, 32, or 33, respectively) according to the Carnegie Classification of Institutions of Higher Education, 2000 edition. Each individual State University of New York or City University of New York campus that is classified as code 21, 22, 31, 32, or 33 by the Carnegie Classification is considered to be a separate College. Carnegie Classifications can be found at www.carnegiefoundation.org/classifications/.

A College-Affiliated Research Institute is defined as a not-for-profit corporation closely affiliated with a specific College, and only one College, whose primary purpose as defined by its Articles of Incorporation is to support, supplement, and/or extend the research functions and programs of the College to which it is affiliated.

1. Eligible Institutions
Any "College," "College-Affiliated Research Institute," or Consortia thereof, that:

a. has an established minimum level of research capability demonstrated by receipt of a notice of award(s) of at least $200,000 (through a single award or multiple awards) in Federal Science and Engineering Support in any one Federal fiscal year (October 1 to September 30) since 1998;

b. does not have a NYSTAR designated Center for Advanced Technology; and

c. demonstrates its ability to meet the Matching Funds requirement described below.

Number of Proposals
An eligible College or its College-Affiliated Research Institute may submit only one proposal for which it is the Applicant or Lead Institution of a Consortium.

Matching Funds Requirement
For each of the first five years of the Center's designation, the amount of NYSTAR funds expended must be matched at 50 percent by the award recipient (every $1 of NYSTAR funds expended must be matched with 50 cents of eligible matching funds expended).
